An Emergency Services District (ESD) is a local government agency created by a vote of the public to provide fire protection and/or emergency medical services (EMS) in specific areas in unincorporated Gregg County. There are over 310 ESDs in Texas, 3 of which are in Gregg County. The governing statute for an ESD is Chapter 775 of the Texas Health and Safety Code. ESDs are funded through ad valorem property taxes levied within the ESD. Additionally, many ESDs receive funding through sales tax if approved by the voters within the ESD. To provide fire protection and emergency medical services an ESD can contract with a service provider, in this case, Judson Fire Department.
